Deng Xiaoping, as the core of the second generation leaders of Communist Party ofChina, proposed the thought of "partial prosperity first, prosperity in common” based on thesocial development situations, and led people to get rich. The thought of “partial prosperityfirst, prosperity in common”, which includes the scientific connotation of objects, conditions,goals and ways of “partial prosperity first”, went through three stages: proposing, developingand maturing. The thought embodies in dialectical unity of efficiency and fair, and reflect theethical theory of socialist moral goals. It is proposed based on predecessors’ theories, practicalexperiences and concrete conditions of our country. The thought not only has enrichedMarxism and Mao Zedong Thought, but also laid the foundation of the proposal of “scientificdevelopment”.After decades of development and practice, the economic development has achievedgreat results, but it has a negative impact on the environment and leads to the wealth gap.Given this, our Party and the government have taken effective measures to prevent wealth gaptranslating into polarization, and the new generation leaders are leading our country onto thesustainable development road.
