According to work report delivered by Premier Wen Jiabao at the Fifth Session of the Tenth National People’s Congress on March5,2007, China would usher in the free normal education policy in six teacher colleges directly under the Ministry of Education. The goal of this measure was to promote the development of education and fairness in education. In2007, September, these six universities enrolled about10,933free normal students. Now this policy has gone through five years’development and free education majors have become a distinguished group in the universities, therefore many studies are carried out about this group accordingly. The research topic ranged from their applying motivation to topics like profession identity, learning motivation or study adjustment.As free normal students of non-English majors of free normal education, they would have stable jobs as teachers of their majors after graduation; will this arrangement have any influence on their English learning motivation? Therefore, this paper tries to uncover this question by proposing three research questions. They are the investigation into current English learning motivation, English learning situation, and free normal education policy’s influence on English learning motivation.In this paper, questionnaire and face-to-face interview are used to collect data. The processed statistics proved that students held higher integrative motivations than instrumental motivation. And there is significant difference between male and female students on integrative motivation. As for the second research question, the general English studying condition is good, though several problems exist, like lack of enthusiasm for learning English on class or after class. In addition, the free education policy for students in education major does have some impact on their English learning motivation. Some students acknowledged that they would study English much harder if they were not free normal students.
