Existing mode of engineering activities is changing constantly with the social progress and the evolution of history. In ancient times, engineering activities existed in a single way and it mainly followed the natural ethical principle, which was that the sole purpose of engineering activities was to transform nature and provide the basic living security for the mankind. The Industrial Revolution of the1760s changed the existing mode of engineering activities from following natural ethical principles into following individual ethical principles, namely the main bodies of engineering activities produce the self-respect and self-sufficiency according to the individuals and the individuals’ feelings, and they rarely ask for external things but resort to their own, and the ethical principles cannot make them find their meaning of existence in society. And to the mid-20th century and later, the engineering activities which had become increasingly complex began to follow ethical principles of intercourse which is a model of Western ethics. The engineering activities began to consider the ethics relations between people, between man and nature as well as man and society. And also from this time the education of engineering ethics started to enter people’s vision. Under the current circumstances, engineering practical activities play a huge role in promoting economic and social development, and they constantly provide people with a wide variety of material security. However, with the rapid development of engineering technology now, the engineering practical activities bring enormous economic benefits to mankind, while engineering ethics problems also bring a significant or potential threat to human health and safety. The actual adverse effects of these problems even may jeopardize the survival of mankind, which makes researchers and educators have to be alert. They gradually realize that the ethical quality training for the main bodies of engineering activities, the engineers, is the key to solving these problems, which has become the important part of contemporary engineering education.The training of ethical quality of engineers is one of the main contents of engineering ethical education. When culturing the future engineers and the serving engineering officers, countries in the world all gradually take the knowledge of engineering ethics into engineering education content, but they differ in the proportion of engineering education. In China, some issues on the engineer ethical quality education need to be solved, such as the training of universities for future engineers is almost all emphasis on the training of technical aspects while they ignore the importance of quality training of engineering ethics. These training methods which separate the engineers’ engineering capabilities and ethical quality are the one of the major causes leading to a number of contemporary major accidents of engineering works which occurs frequently. In addition, all sectors of society have obviously inadequate attention on engineering ethical education and the supports for the relevant systems are also far less than those given by developed countries, which are also the factors can not be ignored. Therefore, the paper indicates that the engineering education of our country should be added more engineering ethics education, and the core elements of ethical quality training of engineers are the followings. Engineers should have the right sense of engineering ethics and they must master the basic engineering ethical norms as well as practical ability of engineering ethics. To be able to train qualified engineers that meet the requirements, our country must make efforts in education and teaching as well as the support system for the quality training of engineering ethics, then we can foster international engineers.In this paper, it takes U.S. and France whose education of engineering ethics is developed as the object to analyse and compare. On the basis of the advanced experience of both country, and combined with the present situation of education of engineering ethics of china, to points out the significance of quality education and the situation of Chinese engineers feasible path. And we should make our work of engineering ethics education more generalized, advanced and international.
