Culture is the spiritual support of the development of human society. It is a national birthmark. It has a strong cohesion and centripetal force. The Eighteenth National Congress of the CPC proposes that civilization is the nation’s blood and people’s spiritual hometown.In October,2005, the Eleventh Five Year Plan of social and economic development approved by the sixteen plenary session of Communist Party’s Central Committee first pointed out that the important mission of our country modernization advancement is to build new socialist countryside. The cultural construction of new countryside was born and then it continued to develop. The new rural construction was mentioned several times in the central document. It is clearly pointed out in the eighteen plenary session that we should increase support for rural and underdeveloped areas and promote public civilization service facilities to the public in the cultural construction. In October,2013, general secretary of the CPC Central Committee, Xi Jinping made important instructions on improving rural living conditions and pointed out that all areas should start from practice, plan overall, obtain raw material locally, seek truth from facts, adhere to the dominant position of farmers, have a high regard for farmers’desire, outstanding rural characteristics and carry forward the traditional culture.Under the background of the current era,"three agriculture" problem is not only the realistic problems of social and economic development, but also the civilized and progressive issues, and further enhances that the new rural cultural construction is the inevitable demand for building new socialist countryside. Rural spiritual civilizationRural culture construction is an essential part of socialist cultural construction, it is an important content of new rural construction. With the reform and opening up, Hubei rural culture construction has been a certain development and obtained certain achivement, but the rural cultural construction in Hubei province still lags behind economic development in rural areas, and has a certain distance with coordinated development of economic society and can not satisfy the need of farmers’ spiritual civilation. It will a long progress in Hubei to building a well-off society and satisfy the basic requirement of rural cultural construction. To build socialist new countryside in Hubei, a lot of pratical problems and solutions must be considered. While in the process of cultural construction in rural areas, rural basic level government plays the role of play a decisive role to encourage the farmers. We should improve the rural grass-roots government function to create new cultural construction, namely, to improve cultural system innovation, to create the rural civilization service system, to strengthen the channels of financing, to strengthen the innovation of local cultural characteristics, and to realize the long-term development of rural civilization construction in Hubei province.
