Research On The Mineral Resources Legal System Of Russia

This thesis aims to present a comprehensive introduction of the mineral resources legalsystem of Russia as being a big resources country, and exposes systematically the basic legalsystem of Russian mineral resources law to readers. By taking advantage of historicalinvestigation and summarizing study methods, this thesis sorts, integrates towards the largequantities of material and data, and gives a systematic study and comprehensive analysis tothem. Among of which, the analysis of nature on mineral resources taxation is an essentialachievement of the article. Besides, the thesis applies the comparative analysis of thedemonstration methods, combines with China’s mineral resources law theories, and makes acontrast of two countries’ mineral resources law.This thesis can be divided into three parts: introduction, main body, and conclusion. Theintroduction plays a basic role and aims to introduce the purpose, importance and researchmethod, along with research status at home and abroad of writing this thesis. From Russianmineral resources legal system and basic principle, the obtaining and transferring of miningrights, mineral resources tax and fee system, and management authority, this thesis explainssystematically on multiple management systems of economic activities relating to mineralresources. In addition, this thesis summarizes and evaluates Russian mineral resources legalsystem during the comparison process of Sino-Russian mineral resources law, points outChina’s deficiencies and defects of mineral resources legal system, and puts forwards thematters that China should pay attention and the legislative proposals during the process ofChina’s mineral resources legal construction. The conclusion reiterates the necessity and thedirection of reform of China’s mineral resources legal reform.
