The construction of Service-oriented Government is one of our government organizational reform tasks. It requires the government regard the public service as its purpose. The government should work for the well-being for the people, have limited power, be public transparent and undertake its responsibility of politics、 administration、law and morality. As the members of government, civil servant is the main part of public administration, and their behaviors are related to the quality and efficiency of government service. Therefore whether the appraisal system is suitable to the requirement of Service-oriented Government becomes to be the key of the affairs. It affect the course of administrative system reform and the efficiency of government service.This paper summarizes the development history of civil servant’s appraisal system firstly, then states out the Service-oriented Government requirement for the appraisal system of civil servant, and analyses the reason. At the same time, the author summarizes the appraisal system of civil servant is American England and Japan. At last, at the basis of China’s special national condition and foreign related experience, the author put forward some suggestion for the perfection of civil servant’s appraisal system from four angles:values、administrative system reform、appraisal mechanism and supporting measures, with the purpose of promoting the Service-oriented Government construction. These four aspects are mutually promotes relations and not a single one can be omitted. Only these four factors are concurrent, the appraisal system can really work and finally promote the construction of Service-oriented Government.
