" The concept of " mass incidents from Zhou Yongkang in December9,2004,the Ministry of public security study the central economic work conference of theconference, the concept of Comrade Zhou Yongkang the first explicit use of groupincidents, the authorities in China for the first time to get recognition. But the natureof the masses event and connotation, scholars are not consistent.It is a prerequisite to establish scientific and flexible prevention mechanism onpreventing group events effectively.The persons who are involved in a mass event anddo not want to be handled are not ignorant of law but believe that the Govementcannot help them.Sudden rapid growth in the number of mass incidents, has becomean important factor in the current social stability.Whenever mass incident occurs, themedia reports quickly depict "the masses" as "ignorance of the truth and facts".On social justice during the harmonious society construction--view of massincident from the social justice angle, what we must to do is necessary to establishmass incidents contingency disposal mechanism.It is quite meaningful to analyze the participants psychosocial features, discussthe social and mental causes of group incidents and point out the serious effect ofgroup incidents, by which we could take some effective measures to prevent and dealwith the group incident.Mass incidents as specific clusters caused by various social contradictions havedifferent specific nature, but they are still prevalent in the social life of the rest of the world.This essay analyzes the courses of the mass events from a rule by law aspect andon the basis gives some countermeasures, to help related government departments indealing with the mass events.
