Public participation in local government performance assessment is a trend toenrich the connotation of the government performance assessment. The SeventeenthParty Congress defined the various levels in various fields to expand citizens’ orderlypolitical participation, to speed up the administrative management system,construction of service-oriented government. In essence, all the powers ofgovernment belong to the people, the Government should serve the people, to thesatisfaction of the people based on their own well as a starting point, let the peoplehave the most direct experience of the work of the Government. To this end, thepowers of the government performance assessment should be to master by thepeople, the effect of the government to provide public services is recognized by theoverwhelming majority of people should be the basic principle of the GovernmentPerformance Assessment. In recent years, many local governments to carry outvarious forms of public participation in assessing government performance activitiesto promote a certain extent the carrying out of services administration, to promoteawareness of government performance and public participation. However,because ofmy lack of theoretical and practical experience, problems are inevitable, mustexamine further and continuing to promote.In this paper, the basic knowledge of management, administration, politicalscience and other disciplines, and specification analysis and empirical analyzes ofcombining research methods, and other scholars on the basis of public participationin China’s Local Government Performance Assessment carried out a careful exploredin order to make whatever contribution to the theory and practice of local governmentperformance assessment.
