Chongqing is a big city, large rural areas, and large reservoir areas, mountainousand ethnic areas. Chongqing urban and rural reform anddevelopment in the new situation, accelerate, crack the urban-rural dual structure system,and is of great significance for achieving the coordinated development of urban andrural economic and social Chongqing. Township government as a specificimplementation of urban and rural development, one attached to the district levelgovernment, one attached to the villagers’ self-government organizations, acomprehensive an important force to promote the integration of urban and ruraleconomic and social development, its functions play a direct relationship to theprosperity and stability in rural areas, reform and development of agriculture andfarmers’ living standards.
