With the increase of the attention and investment to the issues of agriculture, all kinds of government organizations have introduced a number of policies and measures to support rural development, and some of them take the implementation of these policies as an important assessment criteria of the government performance. However, these policies are the important content of government information disclosure. In rural areas, farmers are the first target of the government information disclosure. With the effort of the development in the rural areas, the expectations of farmers in the aspect of government information disclosure increases high. The strategies analyzed by using the farmers’satisfaction model in the activities can provide a reference to the executives, and make a significant contribution to the healthy development of the rural economy.In this thesis, a Chinese farmer satisfaction index model of government information disclosure is proposed. Combined with our country’s rural situation, the model is based on a broad literature review, especially on Swedish Customer Satisfaction Barometer Index Model (SCSB), the American Customer Satisfaction Index (ACSI) and China Customer Satisfaction Index (CCSI). It can measure and analyze the degree of farmers’ satisfaction on the process of government information disclosure. This model focuses on variables such as expectations, perceived value, satisfaction of the public, the public trust, the public complaint.A questionnaire survey was conducted in Yingshan, HuBei Province. The valid data was explored statistically by SPSS19.0. Factor analysis, reliability analysis, descriptive statistics, regression coefficients, collinearity diagnosis have been done to validate the model. The hypothesis was tested, and some critical conclusions are as follows.First, public confidence affects the farmers’satisfaction most in government information disclosure. It means whether the farmers believe the government is the key factor in making them satisfied. Second, the expectation impact on farmers’ satisfaction is negative way. It means that in government information disclosure field, higher expectation makes higher disappointment. Third, in the analysis, the expectation and the initial factor image of the government merge into a new expectation. That means the definition of expectation and the image of the government is fuzzy in farmers’mind.
