The rural residents are the most extensive and most profound mass base for our state politicalpower. The rural Party organizations and cadres, which are at the forefront of reformation,development and stability, are the foundations of the overall work and its effectiveness of the Party.They are playing an irreplaceable role in the maintenance of peasantry interest and in dealing withsocial contradictions in rural areas. Since the reform and opening-up in China, rural areas have seengreat economic achievements and social development. With the further improvement ofindustrialization, informatization, urbanization, marketization and internationalization, theagriculture and rural areas have been changing significantly and profoundly. Since the issuesconcerning agriculture, rural areas and farmers are confronted with more complicated problems andmore arduous tasks, the development of agriculture and rural areas is now at its critical stage.However, with the times going, the feudal old ideology which cannot fit into China’s socialistsystem haven’t been completely eliminated yet. A vast of rural areas are badly influenced by theculture of corruption and the draffy part in traditional culture, which greatly impede theconstruction of new countryside. In addition, anti-corruption is an important part of the advancedsocialist culture. The construction of rural anti-corruption is an organic part of the whole Party andstate anti-corruption as well as a crucial part of the formation of Party’s grass-roots working andadministration style. It is necessary to promote the construction of rural incorrupt administration, tofirmly rectify the unhealthy tendency which damages the public interests, to constantly cultivate theParty spirit and quality of the rural cadres, and to get rid of or expel corruption in rural areas. Theyare of great significance for the construction of Party’s grass-roots working style and anti-corruptionculture in the new socialist countryside, and for the construction of a harmonious society and theinheritance and development of the advanced culture.With the guidance of Marxist theory, this study, which takes a typical agricultural city incentral China as an example, integrates theory with practice to discuss the conception, connotations,characteristics and functions of the anti-corruption culture in rural areas. It concludes the majormethods and achievements of the construction of the anti-corruption culture in Zhumadian city bymaking an on-the-spot investigation and by analyzing the materials and reports concerning theconstruction of rural anti-corruption culture from its Municipal Commission for DisciplineInspection. It finds the issues in the construction of rural anti-corruption culture and their deepreasons, and then establishes the guiding ideology and basic principles to which the construction ofthe anti-corruption culture in rural areas should stick, and finally it offers some suggestions forstrengthening the construction of the anti-corruption culture in rural areas. In the ending part of this study, some innovation and deficiency of this thesis are presented.
