South Jiangsu Local Government Strategy To Promote The Development Of Strategic Emerging Industries

Strategic emerging industries have attracted much more attention than ever before for their significant roles in promoting the adjustment of industrial structure and the industrial transformation and upgrading. Since the term of strategic emerging industries was introduced in China at the end of2009, active efforts have been devoted to their development program and overall design by governments at all levels, from the central to local. Considering their special characteristics, strategic and emerging, all the government has been fully utilizing its huge advantages to speed up the development of strategic emerging industries. However, under market economy circumstance, each government has its own considerations about the topics about how to promote and how to support its development and has not reached in exact agreement with each other. The different considerations that existed among different government have induced serious problems, such as identical or similar directions, irrational repeating construction, direction dispersion, weak guidance and narrow coverage in promoting the adjustment of industrial structure and the industrial transformation and upgrading, etc., which have not only led to lower growth rate of strategic emerging industries but also hindered the construction of service-oriented government.This article begins with an analysis of the connotation, characteristics and the law of development of strategic emerging industries, and referring to the successful experience of Changzhou Hi-tech Zone (North) government’s promoting the development of emerging industries as the starting point, broadening the perspective of the study to the entire South Jiangsu, analyzes the specific measures to promote the development of emerging industries and the existing shortcomings of the government of South Jiangsu. On this basis, based on the theory of market failure, government failure, service-oriented Government theory and the theory of government’s full implement of the management functions, as well as with the employment of advanced experience of Western countries, measures and proposals are offered for local governments to promote development of strategic emerging industries in South Jiangsu, in order to provide basis for decision-making and reference for local governments to develop practical strategic emerging industries development policies.
