With the correct guidance of the party’s national policy, the economy and society of Xinjiang have been developed rapidly. And then the policy named developing the western regions and the new round of policy called giving assistance to an oriented area of Xinjiang have become a new main force for further development of Xinjiang both economically and socially. The essence of the policy of giving assistance to an oriented area of Xinjiang is to let developed eastern regions give assistance to an oriented area of Xinjiang, to narrow the economical gap among different regions while developing the developed eastern regions further. The basic factor to carry out the policy smoothly is for the first to shape a fine government image. And a fine government image is an important force to maintain the economic development. It is analyzed in this article by taking Shenzhen giving assistance to special economic zone of Kashgar as an example that the ideas, market awareness, legal concepts, governance, reform and innovation capacity and other aspects of the municipal government of special economic zone of Kashgar with the driving force of counterpart Shenzhen. The main purpose of the author is to show how the municipal government of special economic zone of Kashgar better shape the public image of the government while the special circumstances of the autonomous region concerning the special religion, ethnicity, culture and economical development, and concerning that the backwardness of the educational level of minority region, the gap from other developed regions and the lacking of qualified person with ability.
