Research On Innermongolian Social Organizations Participating In Social Assistance

Social assistance, as the basic form and an important part of social security system, is a fundamental system which protects various rights like citizens’right to exist; ensures the stable development of society and set up harmonious society. The ultimate goal of social assistance is to alleviate the poor and provide the lowest life safeguard for the disadvantageous groups. Government, as the first main entity taking the responsibility lies at the core position of the whole social assistance system. However, as the environment for social assistance become complicated and diverse, the traditional assistant form, that is the government being the single subject has gradually enter the bottleneck period. Meanwhile, with the expanding of the folk strength and the raising of citizens’awareness, social organizations have played a more unique role and have instilled new strength into the social assistance system in China.Since the reform and opening up, China’s Inner Mongolia Autonomous Region has witnessed a rapid economic development, but at the same time, the gap between urban and rural areas, the disparity between different regions, and the degree of two levels of differentiation and other issues are also increasingly prominently. Especially with the gradual deepening of the socialist market economy, social security and assistance cannot adapt to the pace of economic growth, which is the reality every one of us has to face. Social organizations can not only make up for the inadequacy of government assistance, but also provide more professional and specific services than the government. In some social assistance areas where government is unable to give a hand or the relief of social conflict, social organizations have played an indispensable role.This thesis is divided into six parts:the first part is the introduction, which gives a brief introduction about the background and significance of this study and also list the research status quo home and abroad as well as the research methods and innovative points; the second part gives a detailed analysis of the social organizations and public services and based on which, a theoretical basis for social organizations’participating in public service has also been explained; in the third part, current situation of Inner Mongolia’s social organizations participating in social assistance is discussed, which includes three aspects:history, relevant areas, as well as the role they play in social assistance, in the fourth part, the author mainly talks about the problems and challenges these social organizations are facing and the underlying reasons, in the fifth part, a review about the social assistance experience home and abroad in the last part, based on the real situation of Inner Mongolia, reasonable suggestions and solutions have been put forward to promote a better role in social assistance.
