A Study Of The Policy Implementation Distortion And Its Management Countermeasures

Policy implementation distortion is defined as the process to create theconditions for the implementation of policies through various means, to get rid of thenegative factors, to convert the contents of the policy from ideology into practiceresults.Only the government’s policy executed smoothly can achieve the benefits andvalue of the policy and achieve the purpose of the policy-making; only through theconditions of implementation of the policy can measure the policy-making standards;only concern about the process of the policy implementation can be adapted to localconditions to improve policies. Chinese scholars on the policy implementation startedlater, there exists a certain gap compared with Western countries in all aspects. Inpractice, the overall status of policy implementation in China is relatively good, thesepolicies can be executed rapidly and in a high quality, but there also existsphenomenon that a small part of the policies distorted in the implementation.Thispaper take the Real estate policy for example, analyzing performance and endanger ofdistortion in implementation，identifying causes of policy implementation distortion,getting the countermeasures of policy implementation distortion.This paper is composed by five parts. PartⅠis introduction. It mainly explain thebackground and significance of the subject, status and commentary of the research,research framework, research methods, research focal point and possible innovation.PartⅡis analysis of distortion of policy implementation. It mainly introduces thepolicy, policy implementation, the concept of policy implementation and relatedtheory. PartⅢ is performance and hazards of distortion of policy implementation. Foran example of real estate policy, it can be divided into several parts:1.Formalizationof policy implementation：formalism instead of pragmatic;2. Differentiation of policyexecution department：regional execution instead of holistic execution;3.Distortion ofpolicy implementation：local interests instead of central interests;4.Mechanization ofpolicy execution： book worship instead of versatility;5. Delay of policyimplementation：wach-and-wait instead of effectively. Part Ⅳ is the causes ofdistortion of policy implementation. This paper analyze distortion of policyimplementation in China from quality of policy factors、 subject of policyimplementation、object of policy implementation、swap-in policy and supervision system of policy. Part Ⅴ is methods to distortion of policy implementation. Throughthe analysis of causes, this paper reckon that we should strengthen the ability andquality of policy implementation, improve the attention and partnership of object ofpolicy implementation, optimize The internal and external environmentimplementation, set up the supervisory system to ensure the smooth progress of policyimplementation of our country.
