With the development of technology, the existence of the book is transferred from the printed book to digital book, this book digitization activities in the formation of a new library-digital library. Existing studies concentrate mainly on the issues of copyright infringement about the digital library. However, after the digital library had resolved its copyright infringement issues, it has to solve the anti-monopoly issues.
