The degree of the realization of the equalization of basic public service is not onlyan instrument to measure social equality and public resources, but also is the importantcontent of the superiority of the socialist countries. China has been struggling toachieving social justice, narrowing the gap between urban and rural areas. ChineseCentral Government put forward a series of measures, such us, scientific outlook ondevelopment, new rural communities construction. Under the support and help of CentralGovernment, the equalization of basic public service is greatly developed and fruitfuloutcomes has been achieved. However, the development of economy stimulates publicdemand, increases public’s desire for a comprehensive public service, which fail to meetthe needs of public for the quality and quantity for the goods. In addition, our long-termconception that emphasis on city and contempt rural development leads to a great gapamong the financial support of the public service, institution. So the realization of theequalization of basic public service hasn’t been achieved.Based on the three circle theory, this research aims at putting forward the problemsand reasons of Luo Yang’s realization of the equalization of basic public service based onthe natural state of its basic public service from the aspect of education, health care,social security, public safety, environment and other aspect. Besides, it also gives somespecific suggestions and looks forward to achieving some development and breakthroughfrom the aspects of the equalization of basic public service and to help to achieve theearlier realization of the equalization of basic public service.
