After the “5.12Wenchuan” earthquake, many domestic and foreign enterprises,social groups and individuals gave love to the victims through the Red Cross Society ofChina. These donates was divided into materials and funds two types. As thedistribution of donates concentrated in a very short period of time, people paid manyattention on the management of social charity funds. In this research, the process ofmanagement and using the donative funds were studied.As usual, the donative funds after earthquake were given to the escrow by the RedCross Society of China and the Foundation of the Red Cross Society, and theseorganizations input the money into different projects. Therefore, the Red Cross systemfacing a credibility crisis because they have to encountered this first time such a hugedonation management, the lack of policies, guidelines of the money management makedonators very unsatisfied.How to make a better management of the donative materials, funds and otherthings after a catastrophic disaster, carry out the distribution effectively, establish a goodcontrol system so that people give more trust on the Red Cross system are important aswell as innovative problems these none-government organizations now confront with.Inaddition, with development of the Red Cross Society, this none-governmentorganization system plays increasingly supporting role in all aspects of social life. Thesupervision of Red Cross Society system and the effective management of reliefprojects should be mentioned every time because the old system was very weak in theseaspects.In the process of implementing the reconstruction projects for “5.12earthquake”,Because the Youxian region Red Cross was aided by other Red Cross organizationsfrom Mianyang city, Sichuan province, China, Hongkong and Japan, a lot ofexperiences and lessons have been learned. In this research, a detailed of theearthquake reconstruction project management case implemented by the Youxian regionRed Cross in Mianyang city was described including the aspects as the background, the source, the selection criteria, as well as the basic description of the execution andthe successful reason. The key problems of the reconstruction project such as thedeficiency and opaque social system were both analyzed in this research. Thecountermeasures for perfecting the reconstruction project management were proposedas improving the organization management system and strengthening the oversightmechanisms and measures. Comparison, interviews and other methods were carriedout during the different Red Cross organizations and the different reconstruction projectcontents to summarize a better way for development of China Red Cross. Combinedwith the Red Cross Society of executive vice president Zhao Baige’s speech on thefuture development of the Red Cross in the domestic system, the proposedcountermeasures and suggestions on the future development, regulatory and improve ofChina Red Cross were presented.Through this dissertation the author hope that,inlimited circumstances how the district Red Cross try their best to make the projectmanagement and improve the public,enhance the public trust in the Red Cross system.
