Our country lack legal guarantees and social protection mechanisms. violent mental patients enjoy social security policies that exist the subjectivity differences and regional differences, lack in clear policy objectives and long-term planning, integration of social resources is also inadequate, the mechanisms of cooperation among service providers is not smooth.Secondly, there is a vacancy caused by the local Government in the process of violent mental patients specific implementation of social security policies, which caused social welfare are not correspondingly supply and meet demand. For the vast majority of violent mental patients, they still should take treatment at their own expense or rely solely on the custody and care of their family members, and those people who bear the primary care-giving responsibilities lack in support.Thirdly, social workers team for mental disabilities group is instability, lack of professional standards of service, leading to lack of welfare services for violent mental patients, the presence of the plight of the daily care of the population.As for the reasons, including four aspects:the effectiveness of the national legal protection is weak, the local government playing a leading role is also in inadequate, community as relying on the platform to be inadequate and families bear the difficulties of taking care of violent mental disabled family members.This paper still draw on some advanced spirit welfare models of the developed countries, including the French "sectorization" mode, the Anglo-American community mental health service model, the public spiritual welfare service model with private assistance in Holland, Australia "fully integrated" spirit welfare services model, combined with China’s actual situation, As to improve social security of violent mental disabilities group, I propose the following reasonable measures:First, China should speed up the process of legalization of mental health work, the implementation of the Mental Health Act, to strengthen of violent mental disabilities group social welfare policy of legal protection, round sound mechanisms of social protection of the population. Second, the local government should change the social security policy, and gradually realize the transformation from selective to the Pratt&Whitney-type policies to encourage Multi-stakeholder involvement; make much effort to build the network of cooperation between the policy subject; our country should attach importance to the cultivation of social work professionals for mental disability, accelerate the realization of mental Service team specialization and professionalization; realize the right to social security for all violent mental disabilities group; Again, the relevant service agencies should establish some mechanisms for cooperation with each other and other supporting measures, all in all, through establishing a set of social security mechanism, so as to meet China’s violent mental patients’ demand to ensure that the rights and interests to protect themselves and their families, but also for the community to create a safe social environment, to maintain social stability.
