Research On Venture Philanthropy Project Evaluation Of Non-profit Organizations

In recent years, the non-profit organizations developed rapidly. Since2006, some cities in China have supported support Non-profit organization (NPO) in the form of venture philanthropy,to promote the development of public welfare. The report of the18th Party Congress clearly stated," to promote the development of social organization through social reform and the transformation of government functions ". This means that some time in the future, the government will promote social management innovation by venture philanthropy form more often. In order to strengthen the supervision of the government investment projects, and to improve the scientific level of the investment decision-making and investment returns, based on the literature and empirical research, this paper build an evaluation system of NPO venture philanthropy project.Combined with the actual characteristics of the nonprofit organization venture philanthropy project, on the basis of the Balanced Scorecard original four dimensions optimized to build the financial performance, customer performance, process performance, social service performance and institutional capacity growth performance of the non-profit organization the venture philanthropy assessment index system and further subdivided into21three indicators combined with stakeholder theory. Based on the assessment index system, this paper uses AHP to determine the index weight, and the uses the fuzzy comprehensive evaluation method to evaluate the venture philanthropy projects.This evaluation system was used on venture philanthropy project evaluation2011-2012of the Civil Affairs Bureau of Xuanwu District, Nanjing, which was welcomed by the nonprofit organization, the object of the government and the serviced people.In the actual venture philanthropy project evaluation process, some problems were found. Respectively from the three levels of the government, non-profit organizations, and third-party assessment agencies, the writer gave some suggestions on the venture philanthropy projects for NPOs.
