Chiang ching-kuo went to take office in Jiangxi province since1939June in the fourth district of Administrative Supervisory, implemented drastic measures to eliminate the old and set up the new, vigorously carried out the new Gannan construction movement, basically in reform of society, economy and politics. Chiang ching-kuo kept putting emphasis on youngsters In the six-year national economic construction.The first part of this paper introduces historical background of administration in Gannan and conducted analysis of causes of why Chiang ching-kuo would take office as the fourth administrative commissioner. The second part introduces youth cultivation by presenting" embark on Gannan","three year plan" and becoming nominal inspector". The third part would be represented by guidance from the Soviet Union model, the three people’s principles, Yangming school, then tries to show the original youth training work of Chiang ching-kuo administration. The fourth part mainly analyzes three main reasons why Chiang ching-kuo attached great importance to youth culture, and sum up that situation forced Chiang ching-kuo to take steps to improve the youth. The fifth part summarizes social significance and problems in youth cultivation. Finally, the conclusion part points out that the positive meaning is far greater than the negative parts, although some problems and shortcomings existed by virtue of historical limitations. Chiang ching-kuo is purported to develop youngsters by concentrating on being selfless and serving for the mass. The aim is to implement reforms by cultivating the youth, and then establish the new society and a new ruling party in Gannan.
