This paper attempts to do a more macro and depth global study on the basis of the existing economicreform. The issues involved in two aspects of the reform of the Late Qing Dynasty and China’s economicmodernization, and the paper want to be able to make some contribution to supplement and improve theresearch system and research of these two fields of historical research. This article attempt to explore theinherent law of this reform and make a fair evaluation by aspects of the research on the background of thecentral economic and institutional reforms of the New Deal in the Late Qing period, the reform ofinternational students on the left and right of the entire economic and institutional reforms, reform theinstitutions and functions of the various departments to adjust, reform of personnel changes and thepolitical struggle.The ideas and programs of the central economic and institutional reforms of the New Deal era havebeen got ready for a relatively long period of time. China conduct a more in-depth study and learning onthe Western modern economic institutions to and attention to the characteristics of the economicinstitutions of the West Central, and were compared with the Qing government’s central economic agencies.Recommendations of the ministers to study in countries is one of the main basis for design of the New Dealof the central economic and institutional reform program. Students studying abroad interpret mostly modern Western economy of knowledge and information, the most able to understand the West. Therefore,During the New Deal reforms, most of the basic principles and specific reform measures, most of themfrom those students. They played an important role in the reform. However, due to the limitations of theirown understanding and conditions of the times, they compiled the central economic and institutional reformprogram, there are a lot of flaws.From Established the Qing Dynasty to the Reform Movement, the Qing government’s central economicagencies have fine-tuned Reform, but did not fundamentally change until the New Deal in the Late Qingperiod, the central economic and institutional reforms really expand.The institutional sectors adjustmentsrich functions and change, and achieve specialization and modernization of the functions of the centraleconomic agencies.This change can be attributed to three major changes that the concept of change, thechange of command functions and building functions change. However, due to the social and historicalreasons, this change does not actually complete.
