Law enforcement difficulty is the biggest challenge of judicial circles. Parties of Winning lawsuits who spend a lot time and resources just get meaningless rights and interests in written form. Without legal rights achievement in time, not only dose it affect the authority of our nation, but also influences the progress of governing by law. Court decision to be self-consciousper formed and reducing force implement is the key to solve law enforcement difficulty. Beliefs in law and deterrence of system are main causes of parities to perform their obligations by themselves. However, beliefs in law are a long-term cultivating process. It is hard to foster the public to have a unified belief. To promote people subject to enforcement to carry out their obligations by themselves, it is necessary to regulate a compelling performance system. Therefore, to deal with law enforcement and to improve self-consciousness of people subject to enforcement is need to study the civil enforcement mechanism. At present, the civil enforcement mechanism is still a new enforcement system. Although, it has several practices in juridical practice, there are few theoretical research and lag in legislations.
