Research On The E-government’s Countermeasures And Problem In The China’s Democratic Political Construction

Promoting the building of socialist democratic politics, China’s political reform is currently facing a major task. The development of socialist democracy, we should take full advantage of the new opportunities through about by technology, E-government affairs, as the tool which can transform the government function, promote openness in government, enhance the administrative achievements and provide public service, is a key content in the current government constructs in our country, promoting the building of socialist democratic politics is also new orientation of the government function reform and system innovation in the new time when our country is construction well-off society comprehensively and speeds up the advancement of society modernization. Regardless of in theory aspect or in practice stratification plane, the development of e-government affairs must take the democratic connotation as the basic request, namely provides a feasible and effective way for our building of socialist democratic politics construction. At the same time, the electronic government affairs as a service-oriented government application platform, also plays an irreplaceable role. Therefore, the service-oriented government, e-government, the general public, and the democracy under the leadership of the Communist Party of China is closely related.Firstly, this paper analyzes the relationship between e-government, democracy, and service-oriented government after in-depth understanding of the connotation of the three above, and on this basis, builds the interaction model between the service-oriented government, e-government, the general public, and the democracy under the leadership of the Communist Party of China, clarifies the mechanism of interaction between each other, and reveals the dialectical relationship of action and reaction between e-government and democracy. Secondly, because the development history of e-government affairs is shorter, therefore it still has many problems when the e-government promoting the building of democratic politics. The paper is deeply analyzed about the system, ablity of personnel, development imbalances and other major problems, and from two aspects factors make a comprehensive and in-depth cause analysis which the electronic government affairs and their social environment and historical. Aiming at the above problems, a series of corresponding measures have been put forward including providing effective institutional supply, speed up the establishment and the consummation of correlation laws and regulations; enlarge the dynamics of propaganda and education, diligently promotes the government to take the public as the center as the serve idea; comprehensively developing electronic government affairs construction and letting more people participate in the democratic political construction in more forms; creates a good development space for the citizen, the enterprise and the society, strengthen training and the education, gradually enhances the information technology level of government service personnel and all citizen; improve conscousness and enthsiasm of citizen to participat politics. Thus smoothly carries out to take the e-government affairs as cuts into the spot to open up the new mentality of the administration organizational reform, quickly promoting the building of socialist democratic politics.
