Research On The Policy Implementation Of Home Appliances To The Countryside

The Policy of Home appliance to the Countryside is an important public policy ina specific period. It has great significance in easing the impact of insufficientdomestic demand, improving the quality of farmers’ living standards and narrowingthe economic gap between urban and rural areas. However, whether a good policy canreceive the desired effect mainly depends on the implementation of the policy. Sincegreatly popularized nationwide in2009, the Policy of Appliances to the Countrysidehas achieved a large number of positive results, however, as well as a lot of problemsand drawbacks in the process of policy implementation, including policyimplementation contrary to original intention. So how to effectively solve theseproblems in the implementation of policies so as to enhance the effectiveness of theimplementation of policies, could provide helpful reference for improving policyquality and optimizing the execution path of the agricultural benefiting public policy.The expanding of this dissertation’s research is based on this background. GenerallySpeaking, the dissertation mainly studied the following related contents:Firstly, defined the concept of public policy implementation, the five factorswhich affect the effective implementation of policy and policy implementationtheories.Secondly, on the foundation of analysis of theory of Home Appliances to thecountryside policy implementation, summarized the overall implementation of thispolicy and its positive effects, and, at the same time, analyzed the problems found inthe process of its implementation as well as their direct reasons which mainly includefive one: the flaw of the policy, undue execution, unsound regulatory system, shortageof executive resource and lack of supporting executive environment. Then data in thispaper, gathered through local survey in the rural area of Shaoshan in Hunan province,were analyzed by the SPSS software and the analysis result, which indicates theimplementation situation of the Home Appliances to the countryside policy and itsimpacting factors, will be used to support the main idea of this paper.Thirdly, with the help of policy implementation theory, this paper tries to giveout some advice for improving the implementation effectiveness of the ‘HomeAppliances to the Countryside’ policy from the analysis in five respects: promotingpolicy rationalization, improving execution capability of the administrative subject, integrating the policy’s executive resources, completing policy supervisorymechanism and improving the policy supporting environment.The last part, after the discussions of the ‘Home Appliances to the Countryside’policy’s implementation, attempts to find a universal mechanism which could keepgeneral public policies in rural areas in lasting high level effectiveness, so as toprovide references for the future development of these policies.
