The public selection system for Party and Government leading cadres is amajor achievement of institutional innovations on the reform of cadre personnelsystem in the new period of our country. How to deal with the dilemma of the Publicselection system for Party and Government Leading carders effectively and achievethe development of breakthrough in the work of Public selection of Party andGovernment Leaders, and which it has great theoretical value and practicalsignificance. This paper using institutional change and development as researchperspective, and using the system of supply and demand theory to analysis thecurrent situation of the development of the public selection system for Party andGovernment leading cadres; through the case studies discussed the dilemma and itsmanifestation on public selection system for Party and Government leading cadres.And on the foundation of attribution analysis, according the development trend ofthe public selection system for Party and Government Leaders to puts forwardrelevant countermeasures to improve.First of all, through the combing, summary and conclusion on the relevantresearch literature of the domestic and international, this paper have a clearunderstanding and recognizing of the research priorities and the future developmenttrend of academic study on selection system for Party and Government Leadersand puts forward the main focus and related methods of this study. Secondly, Onfoundation of the summarize and draw on existing research results, illustratetheoretical foundation of the study, summarize and analysis the development courseand the system properties of the selection for Party and Government leading cadresdeeply. Furthermore, in order to find the current the problem exist in the wok of thePublic selection of Party and Government more effectively, This paper used thework of the open selection of the party and Government leading cadres incounty-level of the X city as the study case, through inductive the manifestation ofthe dilemma of the compatibility in practice to search for the crux of the problem.And then, from the following four aspects that is the design of the system, the inertia of the system, the informal system for monitoring to the attribution analysis andexplores the reason for the dilemma of the compatibility of public selection systemof Party and Government Leaders. Finally,the author analysis the developmenttrend of the public selection system of Party and Government Leaders form the fourangles of the value orientation, forms of development, the practice of the system andoperating mechanism, and based on this foundation to put forward improvementcountermeasures on correctly understanding of the historical status, optimizationdesign system reasonable, regulate running mechanism strictly and promoting thesystem construction of the democratization.
