Administrative efficiency test the administrative level, an important indicator tomeasure the effect of the administration, is the starting point and goal of alladministrative activities. All the administrative activities of the executive branch ofgovernment should be to improve administrative efficiency as the ultimate goal. Sincethe beginning of the21st century, competition between countries is essentially a disputebetween the Government and the Government of ability, efficiency dispute.Governments now recognize that to improve administrative efficiency and other aspectsof the social economy play a role in promoting and taking various administrative reformmeasures to improve administrative efficiency.In order to improve the competitiveness of the socialist market economic system,and to accelerate the pace of building socialist modernization, China in March2008tocarry out the sixth round of institutional reform of the State Council, aims to streamlinethe organization, improve administrative efficiency. The reform of the prominent focusthe department merger reform is the implementation of most of the system.Over theyears, the local administrative bodies to carry out most of the system reform has done alot of work to obtain preliminary results. However, based on the author’s research foundthat the implementation of most of the system after the reform, the administrativeefficiency of the administrative agency has not reached the expected improvement afterthe reform of the administrative authorities in the practical work is still facing a lot ofdifficulties. Therefore, I chose the administrative efficiency of the Haizhu District ofGuangzhou City, Human Resources and Social Security Bureau as a research object,trying to do a microscopic study of the effect of most of the reform.Through theoretical analysis and questionnaires to understand the administrativeefficiency of the council most of the reform of the status quo, such as the merger of theinstitutions still bloated, inaccurate positioning functions between the departments, thedivision of functions is unclear, a serious shortage of staffing, workforce structuralcontradictions highlighted unreasonable assessment and evaluation mechanisms forpromotion as well as the degree of information. And analyzes the existing problems of the administrative efficiency of the actual work: Chief slow, high administrative costs,lower administrative acts accuracy. On this basis set from the macro-management,organization, incentives, information construction in four aspects to analyze the reasonsthat affect the Haizhu District of Guangzhou City, Human Resources and SocialSecurity Bureau administrative efficiency, and further proposed to enhance the HaizhuDistrict of Guangzhou City Human resources and Social Security Bureau, theadministrative efficiency suggestions: improve administrative speed, reduceadministrative costs, improve the accuracy of the administrative act, as well as somespecific measures: to further optimize the structure of talents, to further improve thework performance appraisal system and incentive system, and further improve theselection The appointment system integration build human resources and social securityoffice and integrated service establishments, and to strengthen the information, then thepublic platform construction and personnel services platform.
