Long-term development of the main strain theories of the international relations theories has witnessed realism, liberalism and constructivism in modern society. Based on this, multi-theory and plurality methodology will be paid more attention in the future. In this paper, my perspective focus on the study of discourse, which is drew in constructivism and post-structuralism of IR. As a symbol, language and word are meaningless. Convey the meaning by language is the process of construction. When the people accept the meaning, they construct the implication by themselves. While as a media of political behavior, language also acts as a tool to construct the form of society. We can catch the real intention, recognize the hidden meaning and cognize and fix the position of the essence of events distinctly through the way to unscramble foreign policy and diplomatic act from discourse.This paper applies a post-structuralism approach to the study of maritime boundary disputes in East Asia and Taiwan’s regional foreign policy. In recent years, these disputes have affected how states in the region approach the concept of regional security. Taiwan has adopted a special role in disputes and it shares with China and other countries in the region. The Ma government’s policy of "truce diplomacy" has been influenced by both international society and domestic political environment. This paper explains the Taiwan government’s policies toward maritime territorial disputes through analysis of relevant discourses and self-constructed identities in Taiwan’s domestic politics.
