Deliberative democracy theory is a theoretical paradigm that appeared in western countries in1980s which emphasizes that citizens, on the conditions of freedom and equality, have more substantial participation in political activities and policy-makings related to their own interests through dialogue, discussion and debate. Nowadays, the deliberative democracy has gradually transformed from theoretical phase to practical phase. A number of countries and regions have combined the deliberative democracy with their own political reality, thus transforming the deliberative democracy theory into virtual systematic design. The cases of democratic talkfest in Wenling, China and the consensus conference in Denmark that were selected in this thesis are typical representatives among them. Through the comparison of the practices of the deliberative democracy in China and Denmark, we intend to analyze whether similar deliberative democracy systematic design will or will not be in possession of different purposes, functions and significance because of the distinctive political system and cultural background in this two countries.Based on the analysis of the concept and the cases, this thesis firstly analyzes the development and the present situation of the deliberative democacy theory. And then, by using the cases of democratic talkfest in the town of Zeguo, Wenling in2005and the consensus conference on GM food in Denmark in1999, this thesis analyzes and summarizes the talkfest and consensus conference respectively from the perspectives of the organization of the session, the content, the effect and the influence. Finally, this thesis compares these two practices in terms of their functions and impacts. Denmark, by creating the platform of consensus, has the substantial purpose of pursuing the equal participation on politics and cultivating qualified citizens. Whereas, the main purpose of China’s current practice of deliberative democracy is to promote more democratic decision-makings and enhance the legitimacy of politics.
