In recent years; along with China’s economic power strengthens in the world, China’s international balance of payments and foreign exchange store have increased substantially, the Western start to focus on the problem of RMB exchange rate, and they come up with several accusations about the arrangement of exchange rate of RMB. That’s mainly according to the RMB exchange rate system referring to currency manipulation, and the exchange rate of RMB causes dumping and subsidies and then trigger imbalance of trade. However, if the RMB exchange rate system arrangement has proper evidence of international law needs positive response. Therefore, this thesis decides to expound whether RMB exchange rate system is against international monetary legal system, whether China has manipulated RMB exchange rate system and whether RMB exchange rate caused dumping and export subsidies.This thesis is divided into six chapters. The first chapter is the exchange rate system and its development, as the basis of explaining the formation mechanism of the exchange rate and the early institutional arrangements. The second chapter is the exchange rate of the international legal system, expounding the international exchange rate arrangement and several important conventions and agreements from the perspective of international law, to pave the way for future research. The third chapter is the evolution of the RMB exchange rate system, wholly displayed of the formation process of the RMB exchange rate system. The fourth chapter is talking about that the exchange rate of RMB is facing challenges. This chapter is mainly giving an account of the western countries led by America censure the exchange rate of RMB,and then explaining the exchange rate of RMB must face with challenges. The fifth chapter disproves the opinions of the western countries led by America and expose the schemes. The sixth chapter is the consideration of improving the exchange rate system of international law and the RMB exchange rate system.
