With the development of network technology and digital technology, the world has entered into a new era which is dominated by web communication. Internet is not only penetrating into people’s daily life, but also affecting the development and changes of all areas profoundly. Since the Internet enters into the government, either the government, citizen and group have gained additional benefits. For decades, the problems of the vast size, the diffuse institutes, the tedious business have always been the resistance of government offering service to the public; however, the appearance of e-government has changed everything."Government online project" has made the government portal website as one of the most important e-government platforms. Local government websites in China has made a great development for nearly a decade, and local governments of various levels have set up their own portal websites.This paper is dedicated to solve this problem, which is mainly on the comparison between the two big cities----Shanghai and New York. It focuses on some facts of communication of the government portal website, such as page view, open government affairs, public services, user experiences. Through the methods of reference, comparative analysis, observation, case analysis and summarization, this paper tries to find the similarities and differences between the constructions of government portal websites of the two nations, and generalize the reasons. It helps to find the problems existed in the construction and the ways to solve the problems, and finally determine the future direction of the construction of government portal websites in China.The results are as follows:the future development direction of the local government portal websites in China are citizen-oriented, encouraging public participation and interactive services. we must strengthen the interaction between government and the public, enhance the governance through the Internet and have better interaction with the public on Microblog.
