Thispaper argues that the government apology as a new political phenomenon have reveal the great progress ofChina’s democratic political civilization, and have a great significance in such aspects as elimination of theofficial standard thought and promotion of the government’s credibility and adaption of the development ofinformation technology. What is mentioned above is the reason to choose the government apology as theresearch subject.This article through arrange, classify, analyse and evaluate the informations about governmentapology by the literature research method and the empirical research method in the current system and thepractical case terms, summarized the current situation of government apology systems and the informativeenlightenment from practices. And analyse the deep reason behind the unhealthy phenomenons existed inthe practices which mainly include imperfection of startup mechanism, unsharpness of subject of theliability, unclear of object and method of apology, unclear relationship between accountability and apology.Based on the summary and analysis of the above, the article propose the feasible way to regulategovernment apology. First of all, perfect startup mechanism of government apology by clear the object ofapology, standardize government apology situation and strengthening the incentive mechanism of apology.Secondly, clear the subject of liability by combination of leading cadres and personnel at the grass-rootslevel, combination of government organization and definite performer. Thirdly, clear the object and patternof the government. Finally, investigate for subsequent liability through strengthen the responsibility andestablish compensation mechanism.
