Though in recent years, the development of electronic commerce is very big, the majority of Internet users still mistrust the E-commerce. The breadth and depth of the development of China’s e-commerce have not reached the expected standards, and the E-commerce security, reliability has become the bottleneck. As a novelty, the network electronic certification plays an important role for ensuring the security of E-commerce transactions. For its own civil liability issues, the lack of clear relevant laws often leads to controversy.This paper takes the civil liability of the electronic certification services provider as the topic, and combines the electronic signature and electronic authentication service management approach. From three aspects to analyze the relationship between electronic signatures and electronic authentication, the civil liability of electronic authentication services, electronic certification service provider advice and risk control of the civil liability system. First, analyze the relationship between the issues of electronic signatures and electronic authentication, rights and obligations of electronic certification service providers, electronic certification service providers with the legal relationship between the parties. Second analyze the electronic certification service provider liability for breach of contract, electronic certification service provider, tort liability, the defenses of the electronic certification service provider; Third, analyze the civil liability system of the electronic certification service provider, the improvement of the civil liability system of the electronic certification service providers and the risk control thinking on electronic certification service provider.
