Studies On The Anti-terrorism Mechanism Of The Shanghai Cooperation Organization

Shanghai Cooperation Organization is the first multilateral international organizationsaimed to fight against the "three forces" and it dominated created by China. The SCO hasbecome an important force for maintaining peace and stability in Central Asia. ShanghaiCooperation anti-terrorism mechanisms is the object of study of the topic. And it has apositive role in promoting to learn more about the development of SCO anti-terrorismmechanism and guide the SCO member States ’ counter-terrorism practices.This paper takes Shanghai cooperation organization mechanism as the breakthroughpoint, discussing the formation and the development of anti-terrorism mechanism, the plightof the anti-terrorism mechanism construction and how to further improve. It s mainly dividedinto four parts:Part I: The background and the development of the SCO anti-terrorism mechanismconstruction. This part points out the reasons why the Shanghai cooperation organizationpromote the development of the anti-terrorism cooperation. On this basis, the authorsummarized the development process of the law mechanism of the anti-terrorism.Part Ⅱ: The main contents of the anti-terrorism mechanism of SCO. This partsummarized and analyzed the main contents of the anti-terrorism mechanism of SCO in legalmechanism, organization mechanism, action and warning mechanism and so on.Part III: The dilemma of the development of the SCO anti-terrorism mechanismconstruction. In this part, through the analysis of the current anti-terrorism mechanism ofShanghai cooperation organization, summarizes the dynamic of the mechanism constructionand points out some existing difficulties of Shanghai cooperation organization mechanism,mainly reflected in two aspects: internal and external dilemmas.Part IV: The proposals of the perfection of the SCO anti-terrorism mechanism. This partputs forward some suggestions from the legislation, organization construction, action andwarning etc. According to the deficiency of the Shanghai Cooperation Organizationanti-terrorism mechanism, proposed consummates ideas to perfect the anti-terrorismmechanism. This is not only the needs of the development of the Shanghai cooperationorganization itself but also the requirements to deal with new threats of the security of theCentral Asia region.The last part of this paper is conclusion.This paper draws the following two conclusions:firstly, SCO has establish its fundamental anti-terrorism mechanism; secondly, the anti-terrorism mechanism is still not mature. There is still a long way to go to make it perfect..
