Centered on how to seek a balance between government officials’ privacy rights and citizens’network supervisory authority, the meaning of those tow are defined and then the reasons and performances of the conflicts between them are elaborated and last countermeasures for balancing them are put forward in the article. The whole article is divided into three main parts as introduction, body and conclusion, and the body is divided into three chapters:The first chapter is a brief introduction on government officials’ privacy right and citizens’ network supervisory authority. This chapter is divided into two parts. The first part tells the meaning and features of government officials’ privacy right. First, the meaning and right attribute of privacy right is briefly explained, then the meaning of the subject of this article, government officials’privacy right, the differences between the privacy right of government officials and other citizens are detailedly elaborated. The second part is the brief introduction of citizens’ network supervisory authority. First, what is network supervisory authority is explained, then, the differences between common supervisory authority and citizen’s network supervisory authority are shown, and last, different types are summarized though typical network cases.The second chapter tells the performances of conflicts between government officials’ privacy right and citizens’network supervisory authority. This chapter is divided into three parts. The first part is about the definition of rights conflict. The second part tells the performances of the conflict between government officials’privacy right and citizens’ network supervisory authority, including infringing government officials’ privacy right by "cyber manhunt", infringing government officials’ privacy right by exposures and limiting citizens’network supervisory authority with officials’ privacy right. In the third part, reasons of the conflicts are analyzed in the aspects of institution, system and society respectively.The third chapter is about the balances of the conflicts between government officials’ privacy right and citizens’ network supervisory authority. This chapter is divided into three parts. Both part one and part two are the reasons for the balance, analyzing and comparing the rights and values of both government officials’ privacy right and citizens’ network supervisory authority. The second part is about the principles for adjusting the conflicts, including principle of public interests, value balance principle, and legal moderation principle. The third part is about the basic measures for balancing the two rights, which is respectively analyzed in aspects as legislation, administration and morality.
