Administrative Reporting System Research

In recent years, there were many events which had been a hot topic in the streets, such as Shanghai poison steamed bread, cooking oil, and damage of the public interest caused by someone etc. Because someone’s illegal behavior more to conceal and technological, Administrative organs low ability of law enforcement and law enforcement efficiency, lack of supervision of the participation way, to lead the infringement of someone party the fact existence. Therefore, citizens-can not get effective guarantee for their legal rights and interests. And it is unable to retaliate against the behavior of the person is prohibited.In this paper, the research significance and purpose is:first, assist administrative subject timely and efficient disposal of a third person’s illegal infringement; second, protect whistle-blowers administrative participation and administrative protection; third, pay attention to the protection of person’s personal and property safety, support and protect the public to actively participate in the administrative activities. This article mainly divides into four parts:The first part analyzed the plight of the current administrative remedies and analysis of the origin of the administrative reports.The Second part based on the summary of the basic theory of administrative reporting system, report explains the administrative right source of properties and rights, administration and administrative law, administrative report definition, the concept of administrative report and related concept discrimination, and to report on the important position in administrative law.The third part mainly is to build the administrative system, and explains the basic principles of administrative report, the main body system of systems and procedures.The fourth part is the core part of this article. Report mainly discusses the administrative relief and protection of the system. Specific interpretation reports reply behavior the legal attribute, the person of the plaintiff qualification and whistleblower protection system.
