The success of2010FIFA World Cup in South Africa has attracted worldwide attention, and makes the world realize the developing countries in the south of Africa. South African sport during the last few decades of the20th century was characterized by exclusion and isolation on the world stage due to domestic state policies, and re-entry into the fold of international sporting competition in late1991. South Africa in its traditional sports field holds great advantage, specifically on the three major (professional) sports, namely rugby union, football and cricket. Since South Africa’s democratic elections in1994, the new government began to supervise and control the sports. Initially, South Africa established the basic law of sports, namely National Sport and Recreation Act. Secondly, enacted a complete set of special law. Such as South Africa Institute for Drug-Free Sport Act, the Safety at Sports and Recreational Events Act, Boxing Act,2010FIFA World Cup South Africa Special Measures Act, ect. A series of legislation constitute a relatively complete sports legal system, is of great significance for sports reform and development, promote the coordination between legal norms and the all-round development of the construction of legal system.In order to promote equity and democracy in sports, take "affrimative action"to ensure that national teams reflect all parties involved in the sports. This action is applied not only at the top level of professional or elite sport, but also to young participants such as school children.At the same time, the South African Sports Confederation and Olympic Committee (SASCOC) and the government sport department (Sport and Recreation SA) have now each been allocated specific functions. The SRSA has taken responsibility primarily for grassroots, mass-based sport and recreation activities. SASCOC has taken responsibility for South Africa’s high performance sports programme. Due to legal position of SASCOC is not clear, the fact that SASCOC has extensive powers of regulation,as a private, non-statutory institution,has attracted a great deal of controversy. For South Africa’s sports management artificially divided into mass and elite sports is also a problem existing in the legislation in South Africa. The purpose of this paper is to through the study of sports legislation in South Africa, to explore the essence of the sound development of the sports legislation and sports in South Africa, find out the reasonable factors of escort for the sports activities, to seek the benefits of different sports management mode, provide inspiration for the development of Chinese sports law.
