In year1994, a major genocide happened in Rwanda attracted worlds attention. Thiscivil war started in1990has inflicted enormous pain to Rwanda people, it also decimatedRwanda’s juridical system. Even after restoration after the war Rwanda’s juridical systemcannot carry the burden of try genocide suspects. In the early2000Rwanda’s juridicalsystem is on the edge of collapse, over crowded prison, hundreds of thousand caseswaiting for trial most of them date back to1994, suspects imprisoned for over six yearwithout hope of trial etc.In2003Rwanda started a series of reform in juridical system. These reform includingCreating a Modern Professional Judicial System, forming of Gacaca juridical andcampaign against “divisionism” and “genocide ideology.”. In2008the reform hasachieved significant progress. For instance most of genocide cases has been tried, prisonpopulation is declining steadily, court efficiency has improved. However there are stillmany problems inside Rwanda’s juridical system.To best of our knowledge no Chinese scholar has studied judicial reform in Rwandaother than Gacaca court system. Therefore our research has filled a blank in Chineseliterature. On the other hand there is no English literature systematically discussed judicialreform in Rwanda, we didi that as well. In this article we first briefly describedRwanda’s juridical system before the reform, then discussed Reform’s content in detail,then we discussed the problems still in the Rwanda’s juridical system after the reform. Inthe last part we summarized the reform, and evaluated it.Judicial reform did improved Rwanda’s judicial system greatly. For instance court ismuch more efficient than10years ago, more highly trained personal. These reform letRwanda’s judicial system evolved from a improvised legal system to a modern judicialsystem can process daily civil and criminal cases efficiently. however the shortcoming ofthese reform is also obvious. Some reform did not achieve anticipated result, some newlywas abused by other parties.
