The "smart power" strategy of United States is the results of Obamagovernment reconsiderating the unilateral diplomatic strategy of George W. Bushgovernment. After911incident, the United States pursued conservative foreignpolicy. George W. Bush government attached great importance to the hard powermeans, and relied too much on military means, not only affect the economic recessionin the United States, also led to many areas of anti-American sentiment, is notconducive to the United States of America’s diplomacy."The importance and priorityof smart power" strategy emphasis on diplomacy, pay attention to the internationalmechanism and multilateral diplomacy, the United States will be a combination ofhard power and soft power perfect. By the end of2008, the United States subprimefinancial crisis triggered by the United States of America, the economic situation getsmore severe, high unemployment rate, declined enterprise investment. And the EastAsia economic situation is good, the East Asian integration process gets achievements.This situation exacerbated by the United States for their "status decline" and "fearsbeing marginalized" in East Asia regional integration process. Thus, the United Statesjoined the Trans-Pacific Partnership Agreement announced in2008with ahigh-profile (Trans-Pacific Strategic Economic Partnership, hereinafter referred to asTPP). The TPP policy is essentially the United States "smart power" strategy in Asia’sdebut. In this paper, combined with the characteristics of "smart power" strategy, theUnited States of America leading cause of TPP policy and its influence on China, andputs forward how to deal with TPP to the Chinese challenge China shall.
