Since the reform and openness, the economic of China has developed rapidly,However, the political development of China is far behind the requirement of the publiceconomy, the reform of political system is more and more high. With the reform of thepolitical system to the deep water area, the public put forward new expectations ofgovernment and administrative behavior, the objective requirement of China’sadministrative staff constantly adjust to the social and economic development needs. Ourparty in the eighteen major report clearly pointed out:"service government constructionfunction science, structural optimization, clean and efficient, the satisfaction of thepeople". The construction of service-oriented government has become the priority amongpriorities of the reform of political system, train of thought and the work of thegovernment are to be around this requirement and expansion. In the process of building aservice-oriented government, necessarily involves the transformation of governmentadministrative personnel’s role and the conflict of interest, these changes andadministrative personnel related to the vital interests of reform will cause part ofadministrative staff individual emotion. How to solve administrative staff emotionalproblems, so as to form a healthy and positive administrative emotion has become the keyto the construction of the service-oriented government, it has also become the startingpoint of the paper.In this paper, the integrated use of literature research method, system analysis methodand interview method to administrators’ emotion China conducted a comprehensive anddetailed study. This study is divided into four parts. The first part is the introduction,introduces the topics of the background, the domestic and foreign research literature wasreviewed, and the significance of research ideas, methods, are introduced; the second partfrom the historical concept, administrative and emotional development and emotionalcontains administrative value orientation and trait distribution system are described, andmainly from three aspects of administrative emotion; the third part describes the existingproblems and reasons of administrative emotion, our analysis, the fourth part discusses thepractical exploration of emotion of administrative staff in our country building, also is thekey point of this research.Attention should be paid to the construction of the service-oriented government,especially in the new background, the public put forward new demands and expectations of government administrative services, administrative personnel feeling the mostimportant point is to strengthen the cultivation of the person analysis, in this process,attention should be paid to the guiding role of theory, especially through the use ofcorrelation management theory, can unceasingly from different perspectives on thegovernment administration behavior of affective factors on, to analyze and study therealization mechanism of emotional behavior, it has very important significance to speedup the construction of service government in China.
