After the Civil Servant System was used in China, the Public ServiceAdministration began gradually exploring the Human Resources Management system.With the continuous deepening of reform of the system of civil servants in the recentyears, some experience from the industrial and commercial enterprises was used in thegovernment HR management system. The Career Management is an important part ofHR. Following the Civil Servants Law and Characteristics of the civil organization;construction of occupation career management system in civil servant personnelsystem has gradually become a trend of development.This paper will focus on the Luoyang city civil service group as the researchobject, adopts the method of investigation, inductive research, interview, andcombined with the occupation career management theory to study the occupationcareer. This combination of civil servants this occupation characteristics, summarizesthe domestic and foreign occupation career management theory in governmentagencies to use, and introduces the competency model, occupation personalitymatching theory of common occupation career management tools, then according tothe Luoyang city government functionary this group in the occupation careermanagement concept, occupation development channel status and problems to explorethe in-depth reasons, to establish Luoyang city government functionary occupationcareer management system design principles, design steps, and designed for theLuoyang city civil service career management model, based on the final constructionof a civil service in Luoyang city new occupation career management system. Finally,in view of the Luoyang city government functionary occupation career managementsituation, this article from the position analysis, training mechanism,occupationconsulting method, performance evaluation, occupation development path, supportingsystem construction and proposed corresponding suggestions.Through the Situation analysis of the recent Luoyang civil service career management,and combined with the general occupation career managementcharacteristics, construction of civil servants occupation career management system. Itprovides a reference for our country’s civil service occupation career managementsystem,and it has a draw lessons from a meaning.
