This is not only conducive to China’snatural resources law partial perfect, is an important means for the solution of a series ofquestions and people nervous.However, in the management of land resources planning and management planning, theimplementation of the three aspects of management and land use approval management isoften irrational planning and implementation of ineffective and not up to standard approvalphenomenon, resulting in China’s land resources utilization efficiency is far below that ofdeveloped the national average. This article is based on this situation, to try for theinadequacies of the legal system of China’s land resources planning and management to putforward opinions and suggestions of improvement of legislation and supporting legalsystem:At the theoretical level explore the land resources planning and management concepts,characteristics, classification and content, and resolved from the perspective of ResourcesLaw connotation, role and main content of the planning and management of land resources.Second, on the basis of the theoretical and empirical research, review the historicalevolution of the legal system of China’s land resources planning and management, analysisof the legal system of the present land resources planning and management system and itsimplementation effect on the legal system of our country at this stage of land resourcesplanning and management the problems, especially in the system is not perfect, the plan isnot flexible enough, not enough attention to ecological protection, the lack of publicparticipation, rights and responsibilities is less clear, ignoring the late evaluation.Third, a comparative study of advanced foreign land resources planning andmanagement legal system to be especially scarce countries like Britain, Japan, Denmark,this type of land resources.
