Study On The Construction Of The Implementation Of Local Governments Policy

Policy implementation is the policy goal into the process of policy research, is a dynamicsystem from theory to practice. County Government as a grass-roots political powerorganization in our country, as the concrete practitioner policy undertakes the arduous task. Atpresent, the central government has given strong support to the local government, made manybeneficial to the regional economic development policy promote the comprehensivedevelopment of society and economy. However, the good policy must be governmentsteadfastly implemented to show the effort execution. However, due to various factors, thecounty government policy execution is still not high, to some extent hindered thedevelopment of local economy. Therefore, the county government to put the policy of thegovernment to make good use of, we must vigorously promote the implementation of thepolicy of local government. Only to change the policy theory of the form is the actualimplementation, in order to achieve policy objectives.Based on the analysis of the county government policy implementation theory, takeShanxi province Gaoping city hall as the example elaborated Gaoping City Hall in the policyimplementation of the achievements and problems, in order to further improve China’s countygovernment policy execution and put forward corresponding countermeasures.The article is composed of two chapters and a conclusion part, is divided into fourchapters. The first chapter is the introduction, mainly elaborated the research background, theresearch status at home and abroad, the purpose and significance of research and researchmethods. The second chapter mainly discusses the implementation of county governmentpolicy meaning, structure and relevant theoretical foundation, made important theoreticalsupport for the study of countermeasures. The third chapter mainly elaborates the presentsituation of county-level government policy execution, execution to Gaoping City Hall policycondition to discuss problems and causes of current policy implementation as the basis. Thefourth chapter puts forward the countermeasures according to the existing problems in theimplementation government policies. Mainly from the promotion policy implementation ofthe main quality, improve the policy target groups of policy implementation, policy implementation quality optimize the allocation of resources, establish scientific andreasonable supervision mechanism are discussed.
