A Study On The Pattern Of Home-based Care Or The Aged Of Towns In China

With the economic and social development, urban population aging trend has becomeincreasingly serious, and with the not rich first old situation, urban endowment problem isbecoming a problem that the public focus on. At present, affected by the economic and socialdevelopment and the factors such as the traditional endowment theory, the functions of familyin endowment increasingly weaken; institutional pension and other social endowment patternsalso face some problems. In this context, the mode of town home endowment arises at thehistoric moment. The home-based care for the aged (the town home endowment) is a kind ofsocial endowment, which refers to the family as the core, bases on community, relies onspecialized services for the elderly who are living at home in order to solve daily lifedifficulties. The home-based care for the aged (the town home endowment) pattern conformsto the urban pension model, conforms to the not rich first old situation and conforms to thelong-term habits and psychological habits of the elderly. Also with the development ofinternational pension mode and it accords with international pension trend.Based on the consanguinity value theory and the welfare pluralism theory, the articleprobes into the putting forward of the home-based endowment and how to run the town homeendowment mode. On this basis, using management in strategic management analysis tools ofSWOT model, the three kinds of endowment models (the family endowment, the institutionendowment and the town home endowment) occupy the internal environment of the Strengthand Weakness and the external environment Opportunity and Threat are analyzed incomparison, and then find out why the town home endowment model can be widely promoted.Afterwards, through field research of the X town of the city Qiqihaer, communities, the basicsituation of X county town of older people and the demand of the old-aged and the X townhome endowment situation are analyzed.For all the basic situation of X town of the city Qiqihaer close to the national average townaccordingly, so the X home endowment patterns similar to most of the national urban homeendowment mode. In the research of home endowment present situation of X town of the cityQiqihaer, we found that there are some problems, as follows; firstly, we have the unitary typesof the town home endowment service. Secondly, the model of town home endowment lacks construction funds. Thirdly, the town home endowment service facilities set is not reasonable.Fourthly, the personnel supply of town home endowment service is not abundant; theprofessional quality of services is not high enough. Fifthly, the policies and regulations oftown home endowment are not sound.In order to promote and perfect the urban pension model, the author tentatively putsforward some countermeasures and suggestions. Firstly, enhance the diversity of services andpertinence. Secondly, encourage and create multiple investment town home endowmentpatterns. Thirdly, establish and perfect the urban pension service facilities that occupy thehome-based care for the aged. Fourthly, strengthen the town home endowment service humanresources’ development and training. Fifthly, strengthen the construction of town houserelated laws and regulations.
