A Study On Indicators System Of Capacity Of Public Online Participation For Public Administration Agencies

With the rapid development of Internet technology, the number of Internet users in China has increased quickly year by year, the age level is more widely. In the area which can speak freely, the opinions or thinking of Internet users always influences the administrative staff working conditions while supervised by netizens. As the carrier’s work is directly related to the vital interests of Internet users and citizens, the public administration managers’ ability of disscusing politics online came under scrutiny. Although the topics of disscusing politics online has been concerned by scholars years ago, few scholars have proposed a set of indicators to examine the ability of disscusing politics online of public adiministration management.So this thesis reseach on competency standards of disscusing politics online, and establish the index system, to determine the conformance testing of index weight, the thesis has innovative and practical significance.After compare the advantages and disadvantages of the Interview, the Delphi method and other related research methods, this thesis select the highest feasibility, most accurate method Delphi, invited21experts in the field for the first round of survey. The21experts decide whether to retain the index to deliberate described from impact and indicators clarity, determine if it is need to fix the problem. Based on the analysis of the first round of the questionnaire results, the synthesis of the views back to the experts and ask them again to deliberate independently modified second round questionnaire. Ultimately, determine the index system of disscusing politics online for public adiministraion management part.In order to use the indicators to the actual operation, the thesis continue using AHP method to determine the weights of indexes for disscusing politics online. First, the experts using the1-9scoring method to compare the importance of two indicators, to establish a pairwise comparison matrix, after a series of normalized way, calculate the weight of each indicator. Finally, through the consistency test to determine the satisfaction of each index weight, showing the index weights are viable. Through the index system, the index weight set, this thesis ultimately groundbreaking determine a complete index system of disscusing politics online ability, provide effective standards for examining the ability of public affairs management staffs in real life.
