The era of the Internet can break the monopoly of traditional media. Nowadays weare entering the key stages of economic and social development, the occurrence ofemergency during the internet can lead to severe social harm at any time. In response toemergencies, the government is not everything. Non-governmental organizations involvedin governance has its unique advantages. Therefore，the integration of resources andpowers of both government and non-governmental organizations，strengthening eachother’s cooperation and coordination are truly essential to deal with emergencies oftoday’s society and transform the government functions.
