A Highway Planning Study With Economic Law

Control system of highway planning, belonging to the transportation industry lawcategory, is one aspect focused on the economic law. The legal system and the technicalstandard of highway planning, is an important part of "highway law" combined with theeconomic administrative law. To analysis of rules of the law, to explore its legalcharacteristics, for the perfection of highway planning system, has a vital significance.The use of the empirical research method of jurisprudence and comparative researchmethod, historical research method, and the law of value analysis is the main topics in thispaper. The "law of highway planning" defined as the starting point, tis paper analyzes thedevelopment of modern China’s road and the development course of highway planning inChina. On the basis of some problems encountered in practice of highway planning in China,this paper use of law analysis on highway planning law, analysis of highway planning systemitself from the jurisprudence and economic law perspective.The highway planning andanalysis from the perspective of behavioral law specifics problems in a specific operation way.A holistic study on China highway planning system of technical regulations and technicalstandards is implemented; at the same time, this paper use comparative analysis to summarizethe development history and characteristics of modern developed countries highwayplanning.Finally recommendations on perfecting China’s current planning system are given.Economic Law Research of highway planning system, is based on the jurisprudencetheory. It takes the economic law as the core content, around the highway planning, basictheory, methods of analysis, combined with the relevant foreign content summary from alegal point of view, for solving the highway planning met in theoretical framework andprogram application problems and disputes. Issues on the highway planning wereanalyzedfrom economic law perspective, in accordance with the overall pattern of thehighway planning in China.The conclusions are conducive to the formation of highwayplanning and system scienceand a reasonable legal and strong operability of highwayplanning system.methodology of this article is to solve legal problems in technical regulations of lawtheory and the technology. The mission is to put forward our country`s highway planning system confusion from the two aspects of the highway planning law-planning, planningmethods-. Another objective is to give advices on highway planning system in our country’scurrent situation from technology regulations and technology issues, in order to establish theroad network in China and even the whole traffic network planning and layout, and topromote the development of transportation industry in China.
