Originating from the planned economy period, the water resource institutions provide thesociety with basic services. Along with the reform of economic system, classified reform hasbeen undertaken by the water resource institutions, including a series of the implementation ofpersonnel system related merit-based pay system, and the performance appraisal is the key tocarry out the merit-based pay system. At the same time, there exists principal-agent relationbetween government and water resources institutions, so the principal requests forperformance appraisal to evaluate whether they have fulfilled their responsibilities andprovided the high-quality products. However, there exist numerous problems, such asinsufficient attention, low satisfaction, less application and irrational evaluation index.Therefore, it becomes a big problem for administrators that how to evaluate staff’s workperformance of water resource institutions fairly and objectively is a good way to stimulatestaffs and improve the overall performance.Focused on the performance appraisals of water resource institutions, this study intendsto make a deep exploration on the improvement of performance appraisals of China’s throughthe in-depth problems analysis. Besides, based on the theories and practice of performanceappraisal and institutions’ characteristics, this study further established a performanceappraisal index system for water resource institutions by analyzing the existing problems andtheir origins. This study, from the perspective of position classification, firstly designs theevaluation index system for management position, professional technical position and groundskilled staffs. Secondly, according to the specified index, the study designs one typicalsub-position selected from the upper-positions and index weight is defined by the AnalyticHierarchy Process. A multi-evaluation system is thirdly constructed in the light of full-circleappraisal and suggestions finally are given to improve the performance appraisal system ofwater resource institutions.
