Research On The Privatizing City Public Transportation And The Responsibility Of Government

The urban bus as city main public infrastructure, to the maximum extent to meetthe public demand for travel, maximum ease city traffic pressure, has thecharacteristics of social, welfare and public welfare. Along with our country socialeconomy development and the city changes a process to accelerate, the current transitmanagement system and economic conditions have been derived from manycontradictions, caused some social problems. In order to realize the social optimalallocation of public resources, giving priority to the development of city bus strategyimplementation, as the management of the main problems facing the government notonly needs to reform the current exposure, industry system, improve the relevantpolicies and laws, more necessary to take the initiative to change administrativemanagement mode, explore how the privatization of public responsibility and bearwhat specific duties.The thesis presents problems as index, introduces the purpose and significance ofthe research of the thesis, and briefly introduces the research content and ideas.Secondly, the connotation of city bus, the quasi public product positioning andcharacteristics were discussed, then expounds the concept and meaning ofprivatization, and on this basis, the necessity, the privatization of city publictransportation superiority and feasibility, defines the government in the privatizationof the position and duty. And then, it focus on analysis of the city public transportationproblem, is analyzed and the privatization of bus conflict, followed by basic researchand case theory, find out the crux of the problem--the lack of governmentresponsibility of private bus failure. Through analysis of government performancemanagement, summed up the three major responsibilities of government in theprivatization of public transport in according with the situation of our country, andfurther puts forward measures and suggestions to improve the bus industry.
