Nowadays, information resources is one of the three major resources of developmentof the society and economy. And the government is the biggest owner of the publicinformation value and information database. Therefore, vigorously promoting theE-government public information service is very significant. In the process of promoting theintegration of urban and rural, government public informations not only play an importantrole in promoting industrial development, but also in improving public services andstrengthening social management, which is beneficial for our city’s urban and ruraldevelopment. In recent years, Xian city gained great achievements in city informatizationconstruction. However, there is a serious gap of information between urban and rural areas,which influence the process of the integration of Xian’s urban and rural areas deeper andhinder Xian from narrowing the gap between urban and rural areas further. Therefore, it’s avery important directive function and immediate significance for the development of urbanand rural areas for Xian even around the country to select the e-government information asthe object of study.Specifically speaking, it have finished study surround the theme of the integration ofe-government affairs information service of Xian.(1) On the base of discussing thebackground and significance of the theme, it sum up the study survey of e-government affairsinformation service.(2) From the three aspects of construction and investment, o introducesthe current development of Xian City e-government, and based on the analysis of Xian Citythe economic gap between urban and rural areas, from the urban and rural informationinfrastructure, urban and rural information exchange, urban and rural information serviceaccess of Xian City information gap between urban and rural areas, and points out the factorscausing the information gap between urban and rural areas of Xian city the income gapbetween urban and rural, urban and rural consumption level gap, the gap between urban andrural public information service resources.(3) Analysis of the way to realize the integration ofurban and rural areas to accelerate the Xian city information infrastructure construction fromthe aspects of backbone network, mobile communication network, broadband access technology, the digital television network, infrastructure construction, business integrationand innovation; analyzes the ways of realizing the integration of Xian integration of urbanand rural public information service resources from the establishment of an effectivemechanism, development the development of e-government information resources, promotethe public welfare by three; from three aspects of government information publicity,inter-departmental information sharing, information capacity building to analyze the way torealize the electronic government affairs service system construction of Xian city and a body.(4) Analysis of Xian City, From the aspects of guiding ideology, development strategy,planning and focus on the development of the field of integration of urban and ruralconstruction of E-government public information service of the Xian city; analysis of thesystem construction of the integration of urban and rural public information service of theXian city from the aspects of relevant laws and regulations, information security system,performance appraisal system, the fund guarantee system and personnel training system;perfecting government website from the construction and promoting the decision,participating in the open government and the public, the integration of the existing publicinformation service of the electronic government to government website as the center of theservice of public information service construction countermeasures.
